Speed Bumps on N. California Near Jordan Ineffective

I have noticed that the "speed bumps" adjacent to Jordan on N. California are not effective because they allow a car to travel comfortably over them at up to 35 mph without much discomfort on the part of the vehicle's passengers. Is not the purpose of such bumps to keep cars at the posted speed? I noticed that bumps on Greer Rd. between N. California and Oregon are very effective (and they are not even adjacent to a school!). If I am exceeding 25mph my car gets an extremely unpleasant jolt when I travel on Greer. What is the deal with speed bumps around schools and is it not the responsibility of whoever installs them to make sure that they effectively get the desired effect? Has anyone else noticed that these bumps seem like "speed bumps light"? I am not sure where the responsibility lies in making sure that those bumps have the desired effect of slowing people down. Thanks for any others that weighing in on this as I have been wondering about it for a long time and hope that something can be done to fix this sad situation. If any other concerned citizens would know who to file a complaint with, please advise. What a waste of speed bump money!

They aren't speed bumps, they are simply speed tables and cars don't speed as fast as they do on Greer Rd. Plus, there is more visability on North California than on Greer Road.Even if they were speed bumps on N. California, cars could still speed in between the speed bumps.

The speed bumps on Greer Road might as well be speed tables because they have not slowed down cars (I live in the neighborhood and have to take that route often).

In the last year, many cars have been cutting through Greer Rd. and Louis Rd., from OrEx to Embarcadero Rd. and the cars on Greer are traveling much faster than on Louis Rd. I can't figure out where they are all going and why they are cutting through. Either they prefer to enter 101 on Embarcadero or are driving their children to Duveneck.

On Louis Rd., driving North, the morning school hours have up to 6 cars backed up, while last year, there was no back-up or one or two cars. If they open Garland as another elementary and South PA students attend, the back-up on Louis Rd. is going to be insane because it's too far for South PA students to bike or walk.

The ones on Cowper don't seem to slow anyone down, either, esp if they are in an SUV.
