Huge buildup of foam in the Cal Ave train station fountain

We noticed this morning (8:50) that there is a huge buildup of foam, or something white, in the Cal Ave train station fountain. At this point, it's about the size of two SUVs, and giant chunks of foam are being blown down Park St. Does anyone know what this is?

I have not seen it, but I would guess its some kind of soap

It's detergent. Happens every year. Kid prank.
