Rent-free for the six month, Where??? In Palo Alto, CA

In the article "Latte for the train",Palo Alto Weekly August 15, 2007 by Becky Trout, there were many interesting issues. The most incredulous was "the city is offering the downtown train depot space rent-free for the first six months." After the first six month RENT-FREE, "the rent could be based on a percentage of its sales," according to Bill Fellman.
Fellman also said "the building would need electrical alterations, construction of a sink and possibly a large water heater in addition to building and health permit." However he failed to mention who will be paying for all the costs. If he is going to give away the space rent-free, why should the tenants pay for the remodeling? Could you call "the 15 people who have expressed interest, representing companies of 'all different sizes and shapes'" tenants if they are not paying for rent.
If this news is properly released, there might be 15 million people interested in this space. And maybe 15 people will be willing even to pay for the market-rate rent.
How about "the recently remodeled restrooms that are currently locked off from the public." Mayor Yoriko Kishimoto was quoted " It's just a crime to keep it unused." It is also a crime to remodel the restrooms when "the plans to open the restrooms have been in the works for SEVERAL YEARS." How about come up with a plan first, then remodel the restrooms.
The article did mention the restrooms are only available for Santa Clara Valley Transportation Authority bus drivers. And there's a single automated pay toilet nearby.

Offering a free coffee concession comes with strings attached. They must keep the restrooms open and CLEAN.
