I thought death was no longer allowed in CA? Zhao already suggested that he has mental problems, so his attorney will doubtless use this for some kind of plea. Wagstaffe is grandstanding.

There is a moratorium on the death penalty in CA, but that doesn't mean that a prosecutor can't seek the death penalty. Anyone who commits a mass murder deserves the death penalty. Wagstaffe is doing his job as a prosecutor.
