Counties to distribute free at-home COVID-19 test kits

Santa Clara and San Mateo counties plan to hand out tens of thousands of free COVID-19 home test kits as soon as this week in an attempt to track and identify rapidly spreading coronavirus cases.

If the tests are at home, how does the county expect to track and identify the cases? I mean, a main feature of at-home test is, they're private, and the results are just for you, and not for the government.

@TimR - some tests "require" that you download an app and enter your info and test kit # in the app, then log onto a telehealth site to confirm results. That said, as far as I can tell, the tests like that which I have seen work perfectly fine without the app and telehealth aspect. So, in other words, I guess it's the honor system?
