Why was a helicopter circling low in Midtown this morning?

We saw a blue and white helicpoter, with no obvious police or news markings, circling very low over midtown around 9:30 this morning. It was circling between Cowper and Alma and Oregon Expwy and Loma Verde. But it may have continued flying low after it wandered off.

Anybody know what was going on?

Methane (CH4) looks like thick smoke at certain infrared wavelengths.
Leaks are easily measurable using lidar.
High-pressure gas pipelines are inspected regularly.

I thought that the helicopter was for inspecting transmission lines. Thanks for the clarification. I would rather have the inconvenience of a helicopter buzzing over head for a little while, then have a city block blown to smithereens. Anybody that opposes this should truly have their head examined.

They circle every morning. The difference is you can hear it now without the drone of constant airplanes and traffic...
