Reserve downtown for restaurant and pedestrian social distancing

Let’s reserve downtown for restaurants and pedestrians during the first phase of the new normal. Close University Ave. downtown to cars after 4 pm. Reserve the middle half for pedestrians and the sidewalk and parking lanes for restaurant tables. That will allow social distancing while minimizing the restaurants’ lost business. There would be details to work out, but social distancing requires space. Maybe some adjoining blocks could be closed, too. This is common practice in Europe, so we know it can work.
