Would there be a contract for Young adults receiving this no strings attached monthly fund that they remain concurrently working a minimum number of hours and/or taking a minimum number of classes? Santa Cruz County has ILP (Independent Living Program) workers that help prepare youth for adult life. Santa Clara County would benefit by exploring the program that currently is offered in Santa Cruz.

Won't any "no-strings-attached cash payments" be subject to FICA tax unless somehow classified as sickness or accident disability benefits?

I heavily oppose universal basic income. It’s clever of proponents, though, to attempt to slip this by working taxpayers under the guise of initially helping foster youth.
Foster youth, specifically, DO deserve support and money management skills - education. That would be a great idea.
Meanwhile....
Throwing our money at a problem has often not worked - see the multi-millions list on Head Start, for example, w/o results.
And, most important:
Giving away our money on universal basic income is a great way to add dependency. I get it, they’re Socialists.
Promising to give out, in their largesse (haha) “free stuff” has bought votes. Please don’t fall for this. You centralize power to a small group and most of us will be the dependents. Freedom is much more important.

Here's a hint: if one is going to post unsubstantiated claims about results of federal government programs (for a county level experiment, no less,) there are a lot better examples to persuade folks to believe you than using a program that has helped millions of pre-school kids with little things like, oh, let's see, ummmm... here it is: food, medicine and education.
Children. Kids. Four year olds, ferchrissakes.
Some better examples for your argument: corporate welfare for Exxon, etc.. or bribes for farmers in electorally important states (ethanol, the current trade-war subsidies to Ag businesses, etc..)
But you chose to make a blanket statement about Head Start - early childhood education, health, nutrition, etc..
And then you laugh about it: "Promising to give out, in their largesse (haha) ..."
You must be a hoot at parties. Charitably, one assumes you're invited back. That said, you'd pair up well with the guy who posted above: "because of lust, some are born and bred for slavery jobs."
