Retiming the left signal when turning from Page Mill Rd to Foothill Exp

When bringing my daughter to Gunn High in the mornings of school days, from Page Mill Rd (west bound), we must make a left turn at Foothill Expy (South bound). But the left turn signal time is too short, lasting about three seconds. Only 3 or 4 cars can make the left turn before becoming yellow. The rest of the 10 cars in the left turn lanes have to wait for the next round which takes 4 minutes.
On 1/9/18, I submitted a request from city web site, asking the city to retime the left traffic light and make it longer enough to allow all the cars in the left turn lanes can successfully take the left turn before turning yellow.
But so far, the time is not changed yet. Could you help to call the city or submit the request to get City’s attention?

I believe both Foothill and Page Mill are owned and maintained by Santa Clara County, so the city has no direct control. They should have responded by telling you who to contact, though. In general, the county is less responsive to the needs of local residents than the city.
