spam phone calls from Palo Alto Utilities

I got a phone call on my voice mail today. The caller ID said "650-329-2161 Palo Alto Utilities". The message was from some auto-dialer claiming to have want to talk to me about natural gas safety. What bugs me is that this call came in on my unlisted cell phone number, that I am pretty sure I never gave to Palo Alto Utilities. Is anyone else getting this call? Is it really coming from Palo Alto Utilities? I'm not going to answer it anyway, but I am wondering if this is some new phone fraud scam targeting out city.

I got the same call at around 4PM. They claimed to be from PA Utilities but then they asked if I had natural gas (yes), if I was a customer of PA Utilities (yes, DUH!), whether I'd heard of safety issues surrounding natural gas (yes), where I'd heard about it and then they proceeded to ask specifically about various safety tips at which point I hung up.

Are we paying for these robo-calls? And if so, why??

Ironically, I'd just gotten my utility bill and stuffed with all sorts of expensively produced promo material -- "Cut your water bill by 15%?" Great, Now shoot for 25%!!!" --- was scanning all the usage fees we pay, about 10% of the total bill, not counting all the utility fees on my cell phone, etc.
