Parking spaces for sale?

I was just wondering if it's legal to charge $7 for a parking space in front of a restaurant when the streets and sidewalks are the property of the municipality for which I pay taxes. There are two restaurants on Emerson Street which charge for parking and one on Lytton (you all know which ones they are), and keep spaces in front of their restaurant for "valet" parking. Is this legal? Can they stop me from parking on a city street? Give me your thoughts. Isn't it time that the city visited this issue?
