CITY COUNCIL ... The council plans to hold a public hearing on weed abatement, adopt an interim urgency ordinance to implement state legislation pertaining to accessory dwelling units, consider a "safe parking" program at religious institutions, designate downtown as a "priority development area," and designate the Foothills and the Baylands as "priority conservation areas." The meeting will begin at 6 p.m. on Monday, Jan. 13, in the Council Chambers at City Hall, 250 Hamilton Ave.
