CITY COUNCIL ... The council plans to hold a closed session to discuss the city's labor negotiations with the Service Employees International Union, Local 521, and to consider real property negotiations over a property at 3350 Birch St. The council then plans to hold a hearing to consider a proposal for a roof-deck at 285 Hamilton Ave., and for zoning changes to allow roof decks at other non-complying buildings in the downtown area; and to authorize the city manager to explore, negotiate and potentially submit an offer to buy the property at 3350 Birch St., next to Boulware Park. The closed session will begin at 5 p.m. on Monday, Feb. 25, at City Hall, 250 Hamilton Ave. Regular meeting will begin at 6:30 p.m. or as soon as possible after the closed session.
