CITY COUNCIL ... The council plans to meet in a closed session to discus the status of the city's labor negotiations with the Service Employees International Union, Local 521. The council will then consider possible financing measures to pay for infrastructure projects; installation of a digital billboard along U.S. Highway 101 and creation of master plans for "fiber to the premise" and for a citywide wireless network. The closed session will begin at 6 p.m. on Monday, Oct. 28. Regular meeting will follow in the Council Chambers at City Hall (250 Hamilton Ave.).

PLANNING AND TRANSPORTATION COMMISSION ... The commission plans to discuss the city's new traffic model, which will be used to compare traffic conditions of new projects against existing baseline and future traffic conditions. The meeting will begin at 6 p.m. on Wednesday, Oct. 30, in the Council Chambers at City Hall (250 Hamilton Ave.).
