CITY COUNCIL ... The council plans to meet in closed session to discuss the status of labor negotiations with the Utilities Management and Professional Association of Palo Alto. The council then plans to discuss a request to submit a grant proposal to Santa Clara County for the "Stanford and Palo Alto Trail Program," which includes a new bike bridge over Highway 101. The council also plans to consider a response to the Grand Jury Report on pension and other post-employment benefits and approve a new compensation plan for management and professionals. The closed session will begin at 6 p.m. on Tuesday, Sept. 4. Regular meeting will follow in the Council Chambers at City Hall (250 Hamilton Ave.).

BOARD OF EDUCATION ... The board will hear a report on Palo Alto student performance on the California Standards Test. The board will discuss an update on the state and school district budget. The board will vote on authorizing a search for a site to open a fourth middle school, guidelines for a community advisory panel on the future of Cubberley Community Center and whether to endorse state ballot Propositions 30 and 38. The meeting will begin at 6:30 p.m. Tuesday, Sept. 4, in the boardroom of school district headquarters (25 Churchill Ave.).

UTILITIES ADVISORY COMMISSION... The commission plans to discuss the city's electric undergrounding policy; consider a recommendation that the council adopt a resolution approving a policy for purchase of energy from potential green waste-to-energy facilities; and consider a power purchase agreement with Brannon Solar. The meeting will begin at 7 p.m. on Wednesday, Sept. 5, in the Council Chambers at City Hall (250 Hamilton Ave.).

ARCHITECTURAL REVIEW BOARD... The board plans to discuss 180 El Camino Real, a request for a new three-story retail development at the Bloomingdale's site at the Stanford Shopping Center. The meeting will begin at 8:30 a.m. on Thursday, Sept. 6, in the Council Chambers at City Hall (250 Hamilton Ave.).
