The app was created using MIT App Inventor, a breakthrough tool that uses a visual program language to allow for creation of Android apps without the use of traditional coding. The tool enables the learning of the logic and creativity of programming first so syntax and other issues do not form an initial hurdle for novices.

This is great! Just drop the EPA part... Local communities are going to be way more responsive and effective at cleanup, no need to get the feds involved.
In this case, EPA refers to "East Palo Alto" not the government agency ;-)
