Have the rules changed or is the general sentiment that the rules just don't need to be followed any more?

They are very obtrusive and annoying, but they will come down in a few more days.

California regulations: Web Link
"Temporary Political Signs shall not be placed within the right-of-way of any highway, or be visible within 660 feet from the edge of the right-of-way of a classified "Landscaped freeway".
State law directs the Department of Transportation to remove unauthorized Temporary Political Signs and bill the responsible party for their removal."
If you're that bothered, report the signs to the Department of Transport. Otherwise, it just reflects badly on the candidate. If the candidate's supporters can't be trusted to abide by the law, do you really want the candidate making the laws?
