Audit urges more oversight, better security over city equipment

Palo Alto's system for keeping track of city equipment has been hampered by inconsistent oversight and lax security, according to a new audit from Acting City Auditor Houman Boussina.

How about an update on our national search for a new auditor? We've had an acting auditor since last fall, replacing Jim Pelletier who was only there for 20 months. I'd like to see a full independent audit - how much expense are we incurring by letting large developments that exceed zoning go on and on? How much expense are we incurring by allowing all these exceptions which must be analyzed by staff, go to council, get objected to, etc? We see requests to hire more full-time staff and consultants - do we have the right sized staff and what skills are we missing?

The combined salary and benefits package for those managers named in this audit are costing taxpayers well over $1,000,000 per year. So why does it take a city audit costing $200,000+ to alert managers to their negligence in maintaining proper inventory records? Perhaps their limited knowledge of basic management skills, ignorance of inventory analysis, or simple record keeping techniques is an acceptable excuse condoned by the city manager and city council. What a shame that four managers earning six digit yearly salaries would publicly admit and issue a statement that their action plan consists of a " tradeoff between precise inventory control and accuracy and the costs to achieve such a goal" So...when did ignorance,lack of elementary record keeping, and the misuse of public funds to produce inaccurate data become an acceptable policy. It sounds to me that these four managers have all but acknowledged that they are incapable of producing up-to-date and accurate inventory records. What a pity!

Why such irresponsibility for such expensive, hard-to-replace equipment?? Are the city pockets THAT deep. How adolescent!
