Embarcadero Backup (Sept 13th a.m.)

Original post made by Lani, Green Acres, on Sep 13, 2006

Does anyone know what created the traffic back-up on Embarcadero Rd (west bound), near Walter Hays School? Traffic was being diverted, and the school looked to be in "lock down," with police cars everywhere.
