Mystery Building

I've been going past this building off of the 101 at Embarcadero since I was a kid, but never knew what it was. I posted a picture of it on Palo Alto Backfence Web Link

Does anybody here know what it is?

I noticed in your Backfence story that you speculated that it was some sort of Navy installation. Although I've never heard specifically what it is, I've always thought it was some sort of naval communication facility. C'mon Palo Alto, somebody must know.
