This seems a bit misleading and somewhat far from the truth as far as I can see but no doubt our City leaders are congratulating themselves at being leaders in the trash collection field.
I have also seen a news report on KTVU saying that recyclables in San Francisco are not being kept out of landfill because it is too unhygienic to do so since so many people are putting in dirty needles and bags of dog poo in with the recylables.
I wouldn't be surprised if this doesn't end up being the case with our trash - sorry recyclables too.
