Ususally these situations develop because there are no routine, and random, audits scheduled for these small The Administration of this school is responsible for insuring that all of the employees do their jobs. Even though the thefts were perpetrated by the employees in that department, the fact that there were (presumably) no audits scheduled is a failure the the school's headmaster, and any board of directors that might exist.
These kinds of problems could be vastly reduced in number if society would demand both internal, and external, audits of its institutions--and stop trusting people who are not worthy of trust.
Do I misunderstand this use of the word, "reimburse"?
Or is this written unclearly?
Obviously, this woman stole. But I have used my personal credit card to buy things for a company where I am only an employee. The President of the company knows this. I get flight miles and get reimbursed. But the company gets the benefit of my not needing to be reimbursed for the charges until the credit card bill is due.
This doesn't seem like fraud to me.
It is pretty common to charge company expenses to your own card and then submit receipts for reimbursements. Nothing wrong with that. The problem arose because she was the person who processed the reimbursements too. There was no oversight.

What a despicable pair! I hope that some of the funds are recovered, since so much of what's happening w/them now is on our dime.
These women are the lowest of the low.
$202,000 is a lot of money. Wasn't there some scandal like this with the superintendent of Portola Valley? Our district has seemingly no professional checks and balances on our administrators and financial directors -- just a question, who is minding the PAUSD store so something like that doesn't happen to us?

It is my understanding that there were audits every year but this woman was shrewd and had every intention of stealing (call it what it is) from the church. She knew what she was doing and is nothing more than a common thief! She should go to jail--- consequences for her actions. Perhaps jail time will give her time to reflect and repent - not just for the theft but everything she has done to adversely affect others. She has no morals or principles......
Only one of these women are scum and that's Jennifer Morris. She was using the other woman who had no idea what was really going on. The press doesn't have all their info correct.
