FEMA is disaster

FEMA is boondoggle federal bureaucracy. The American Red Cross is much more effient. Individuals and neighbors and religious communities are the most efficient in overcoming serious natural disasters. Next comes the local public servants (fire/EMT and rescurers). FEMA is a recreator of the the original conditions, including a bailout of those who choose to live in flood/hurricane zones. FEMA is, essentially, an insurer without risk assessment.
We don't need FEMA, because it is an excuser/enabler of last resort. Watch, as the beach dwellers are provided grants to rebuild, where they should never have built, in the first place.
