more high paying jobs leaving Palo Alto, does the city care?

Pinterest is leaving Palo Alto because they are outgrowing their current building and nothing suitable is available in Palo Alto: Web Link

Does the city intentionally bleeding high paying jobs to upward pressure on home prices or crowding in local schools? Most cities would be happy to have these jobs. What is up with Palo Alto?

Is the Palo Alto method killing local office space development? Or are local landlords too greedy and pricing themselves out of the market?
