City workers to get 6.3 percent increase

The labor standoff between the City of Palo Alto and its largest employee union concluded this week when workers voted to accept an offer that raises salaries and aligns local pay with market rates.

"About $2.7 million of that will come from the city's General Fund, with the rest drawing from various enterprise funds relating to utilities and public works."

isn't the city's charter set up so enterprise funds CANNOT be transferred to the general fund for salaries? was told that is illegal.
