Simitian sworn in as Santa Clara County supervisor

Santa Clara County Superior Court Judge Joseph Huber officially swore in former state Sen. Joe Simitian as Santa Clara County supervisor at a ceremony in Palo Alto, Sunday, March 17.

Given that he actually became a supervisor in January, what is the purpose of this exercise? I hope there was no expenditure of public funds involved.
