Should the city not get a service provider to do this ?
1. It will be in good maintenance state
2. Will have hugh capacity
3. Out-sourcer may also have redundant locations to call from
1. If the service provider is far away like in NY or India a break in trunk can be a problem (usually during a very big calamity)
I am not sure why the city should buy this kind of equipment when they do not even keep it in functional state.
In this situation is somebody going to be taken to task ?
