Is this legal in a residential neighborhood? Why isn't address given? Does city zoning know about this?

Definitely should report this to the zoning department -- I can only imagine the trouble that these hooligans are causing...

Not trying to cause trouble or think they will, but I suffered for years with a lot of traffic next door that was illegal and allowed by zoning. I think this is a great idea for kids but wonder how much coming and going will take place. After all that is what offices are for.
