CITY COUNCIL ... The council plans to meet in a closed session to discuss the status of its labor negotiations with the Service Employees International Union, Local 521, and the Palo Alto Police Officers Association. The council will then hold a joint session with the Architectural Review Board; consider proposals to allocate resources to homelessness programs and to close Cubberley Community Center and other city facilities between 10:30 p.m. and sunrise; and to adopt a density-bonus ordinance for residential developments.
